Act 25

1. Prohibition of collusion
Law 25 strictly prohibits collusion, which consists of secret agreements between companies to distort competition in public tenders. Companies that violate this prohibition are liable to severe penalties.


2. Transparency and ethics
Bidding companies must adhere to strict standards of transparency and ethics, including declaration of conflicts of interest, disclosure of political contributions, and implementation of anti-corruption policies.


3. Personal liability
Law 25 establishes personal liability for illegal acts committed in connection with public contracts. This means that individuals, in addition to companies, can be held liable for non-compliance with the law.
